Military crypto in ordinary use isn't the most progressive there is. In any case, the web is a goliath fustercluck of ill-conceived notions so heated into the framework that it's unfixable, while the military just stayed with a couple of sensible guidelines and took it from that point. (RFC-2822 for instance is utilized for something other than image trade, due to the characteristics of the spec.)
